Abstract
Der Artikel setzt sich mit der Frage nach progressiver systemischer Transformation im europäischen Grenzregime nach dem Sommer der Migration 2015 auseinander. Mit dem Konzept der strategischen Interventionen arbeite ich heraus, wie progressive Akteur*innen im Konfliktfeld von urban citizenship realpolitisches Vorgehen mit radikalen Ambitionen verbinden. Ein raumsensibler Vergleich von Kämpfen um die Gesundheitsversorgung Illegalisierter in Bremen und Leipzig verdeutlicht, dass strategische Interventionen nicht nur zur lokalen Verankerung anonymer Gesundheitsversorgung beitragen, sondern auch einen Zusammenhang zur Transformation des Gesundheitssystems herstellen. Das Konzept der strategischen Intervention ist ein Impuls an die Migrationsforschung, um divergierende Perspektiven in einen produktiven Austausch rund um progressive Transformationen des europäischen Grenzregimes zu bringen.
Strategic Interventions in the European Border Regime. Realistic Politics and Radical Ambitions in Struggles for Health Care Provision for Illegalised Migrants in Bremen and Leipzig
The article deals with the question of progressive systemic transformation in the European border regime after the summer of migration 2015. Using the concept of strategic interventions, I unveil how progressive actors in the field of urban citizenship combine realistic politics with radical ambitions. A spatially sensitive comparison of struggles for health care for illegalized people in Bremen and Leipzig illustrates that strategic interventions not only anchor anonymous health care locally, but also establish a connection to the transformation of the health care system as a whole. The concept of strategic intervention may also provide an impetus for migration research to engage divergent perspectives in a productive exchange around progressive transformations of the European border regime.
